The distinction matters because 57.1% sounds like "relevance accounts for 57% of rankings." It does not. It means 57.1% of a self-selected panel of 131 people put relevance on a three-item list. The panel is expert, but it is a panel.

The survey authors did update this year's question set to reflect what has entered the public record since the last edition — AI search, the 2024 Google Search API leak, and testimony from Google's antitrust trial. That is a meaningful methodological improvement: the factor list is anchored to documents, even if the ratings are anchored to opinion.

Read the shape of that list, not just the order. There is a clear top band above 45%, a middle band between 25% and 40%, and then a long tail where nothing clears one respondent in five. Technical SEO at 17.5% is not a verdict that technical SEO is unimportant — it is a verdict that experienced practitioners treat it as a precondition rather than a lever. You do not list oxygen among your three favourite things about a room.

Why did relevance beat backlinks?

Because the definition of relevance in this survey is not the one most people carry around.

The highest-rated individual signal across all 103 was search intent match — delivering the specific outcome a searcher is after, not matching the words they typed. That is a materially different claim from "put the keyword in the title." It reframes relevance as an outcome property of the page rather than a lexical property of the text.

Backlinks did not fade; they placed second by under three percentage points. But the backlink attributes that scored highest were narrow ones: links from trusted, topically relevant domains, and links from pages that actually receive visitors. Volume did not carry the category. The experts are describing a link graph filtered by trust and traffic, which is roughly what a decade of Google's public statements and the API leak both describe.

Within content quality, original research and first-party data drew some of the highest ratings in the category. That is the single most actionable finding in the survey, and it is not a ranking trick — it is a statement that content nobody else can produce is the only content with a durable moat.

What did experts rate lowest, and does Google agree?

Meta description was the standout. Most respondents do not believe it carries any ranking impact whatsoever, placing it near the bottom of all 103 factors.

This is the rare case where the crowd and the vendor agree. Google's own Search Central documentation describes the description meta tag purely as an input to the search-result snippet, and never as a ranking input. The same documentation states flatly that the meta-keywords tag "is not used by Google Search, and it has no effect on indexing and ranking at all."

None of which makes meta descriptions worthless. They are a click-through instrument, not a ranking instrument, and they are increasingly the text an AI answer engine sees first when it decides whether a page is worth opening. Two other negatives are worth noting. Spam links were rated a significant negative factor — the experts believe the penalty direction is real, not merely ignored. And quick return to the search results drew a negative rating, which is a behavioural-signal claim dressed as a content claim: it says the page failed, not that the user misbehaved.

Where did the experts disagree most?

Core Web Vitals and site speed were the most contested signals in the entire survey. One camp called speed and Core Web Vitals the most over-rated things in SEO; another argued they matter genuinely and measurably for large e-commerce sites. Both positions came from the same panel.

That disagreement is informative rather than embarrassing. It is exactly what you would expect from a factor whose effect is real but conditional — large on sites where performance gates crawl budget and conversion, near-invisible on a 40-page service site. A survey that averages those two realities produces a number that describes neither.

AI-generated content split along a different axis, and the split was principled. Respondents rated it negatively when published at scale with little added value, and positively when it received substantial human review and contributed something unique. The variable is not the tool. It is whether anything was added after the tool.

Does expert consensus match what Google publishes?

There is no published answer key, which is the structural problem with every ranking factors survey ever run.

Google's guide to its ranking systems names 17 of them: BERT, crisis information systems, deduplication, the exact match domain system, freshness systems, link analysis and PageRank, local news systems, MUM, neural matching, original content systems, removal-based demotions, passage ranking, RankBrain, reliable information systems, the reviews system, site diversity, and spam detection. Google publishes no weighting between them and no ordering of importance. Its own framing is that its ranking systems "look at many factors and signals" and operate primarily at the page level, with site-wide signals and classifiers contributing.

So the survey is not wrong against a known standard. It is unfalsifiable against a standard that does not exist publicly. What it measures precisely is the current professional consensus — genuinely valuable for deciding where to spend a limited budget, and genuinely useless as evidence about the algorithm.

What does this survey miss about AI search?

The premise. Every factor in it is a factor for Google organic rankings — and organic rank is a declining proxy for whether anyone sees you.

BrightEdge tracked AI Overview citations against organic rankings across nine industries from May 2024 through September 2025. By the end of that window, 54.5% of AI Overview citations came from pages that ranked organically somewhere — up sharply from 32.3%. But only 16.7% of citations came from pages in the organic top 10. The growth in overlap arrived from positions 21 through 100.

Sit with that against the survey's top band. Relevance, backlinks and content quality are the machinery of winning a top-10 position. That position now supplies roughly one in six AI Overview citations. A page ranked 47th is a more likely citation source than received wisdom would predict — because the citation decision is made on passage-level extractability and source diversity, not on the same blend that produced the ranking.

This is not an argument that ranking factors stopped mattering. Relevance and trust plainly feed both systems. It is an argument that the survey's frame — what ranks? — is now one of two questions, and the other one has different answers.
